If you want specific images used on a cover then you need to provide them. Most cover artists here don't listen to the majority of bands being requested, so they know next to nothing about them--certainly not which photos fit which era. As the person requesting the cover, it's your responsibility to provide the photos you want used on the cover. However, it is ultimately up to the person making the cover what kind of images to use.
