I saw that wen I used the cut off, but dont most DVD labels have a smaller cut off circle in the middle than the cut off area of in our template stomps? I don't print many covers/stomps but I have received some trades with the labels on them and the cut off is just barely in the middle around the cut out in the dvd itself. But if this is a universal thing to accommodate different types of labels...?

Actually, most disc labels have that cut off area (Lightscribe discs and those disc stomp stickers), only printable discs are full-face (and there are some that are not), so for the sake of keeping the artwork compatible with all types of discs it's my preference to always fit everything within that cut off area, that way everyone should be able to use it and not just people who have full-face discs (that's also the reason why I don't leave the cut off guideline layer on the final JPG file, otherwise people with full-face discs will suffer because the center artwork is missing).
